The Harbors at Haverstraw is valued at $25 million by the town assessor and $2 million by the property owner's attorney.

Attorneys for property owners routinely certify to the truth of lowball estimates of value they submit on assessment grievance applications. They say they do so to protect the interests of their clients. A Tax Watch review of more than 14,000 grievances in the Lower Hudson Valley found that 29 percent came in at 10 percent or less of the value set by municipal assessors, with 11 percent coming in at zero.

5. 555-565 Taxter Road in Elmsford
